Personnel security should be at the cornerstone of your hiring process. What sets us apart from the competition is that we conduct personnel security investigations and not just a mere background investigation.
We have extensive technical knowledge, expertise, and experience in conducting complex personnel security investigations. Our federally trained professionals can conduct all four (4) phases of the background investigation process, which is known as personnel security for your department. This process includes Case Initiation, Investigation, Issue Resolution and rendering a Suitability Determination/Adjudication Decision.
By allowing us to manage your personnel security program, will allow you to reallocate those vital resources to more important and much needed law enforcement duties like fighting the current crime epidemic.
Case Initiation:
- Once an applicant is identified, our professionals will take over the security process
- We will contact the applicant and provide them with all the initial security forms
- Ensure the applicant completes the security process in a timely manner
- Review the security forms for completeness and accuracy
- Create case folders and complete any initial data entry
- Ensure the necessary preliminary checks are conducted based on your department’s policy such as Credit Bureau Report (CBR), Local Agency Checks (LACs), etc.
Investigation:
Our federally trained investigators will conduct a comprehensive, complete, and thorough investigation. Our investigation is tailored to your specific needs and will mimic your current process.
At a minimum, we recommend your personnel security investigation consist of:
- Subject Interview
- Comprehensive review of all security forms and CBR
- Verify Employment(s)
- Verify Neighborhood(s)
- Verify Education
- Conduct necessary LACs
- Reference Checks (Listed and Developed)
Issue Resolution:
Any issues or discrepancies discovered during the investigation will be addressed and resolved with the applicant. Depending on the severity of the issue or discrepancy, a second subject interview may be required.
Suitability Determination/Adjudication:
Suitability Determination is another convenient service that we provide. By allowing our federally trained and certified adjudicators make a suitability determination saves you time and money. A dedicated security professional will render a suitability determination based on your department’s specific policies to determine if the applicant is suitable or eligible for employment.
When rendering a suitability determination, we would recommend that your department adopt the eight (8) suitability factors utilized within the federal government. These suitability factors should encompass any potential disqualifiers currently utilized by your department. If not, our professionals can easily incorporate them into the workflow.
By allowing us to render your department’s suitability determinations and adopting the eight (8) suitability factors will instantly give your personnel security program more credibility within the law enforcement community. If a suitability determination is ever formally challenged during an administrative appeal or inquiry, your decision is much more defensible because you are using the federal suitability standards and adjudicators who are highly trained and skilled professionals.
The Eight (8) Suitability Factors:
- Alcohol Abuse
- Criminal or Dishonest Conduct
- Illegal Use of Narcotics, Drugs, or controlled substances
- Misconduct or Negligence in Employment
- False Statement/Deception
- Refusing to Furnish Testimony
- Engagement in Acts to Overthrow the US Government
- Any Statutory Regulatory Bar Preventing Lawful Employment
After the investigation is completed and a suitability determination is rendered, we will provide your department with the applicant’s completed personnel security package for your review. The package will consist of all the initial checks, a clear, concise, and comprehensive Report of Investigation (ROI), and a Suitability Summary sheet. The top document is an Executive Summary.
The Executive Summary is your quick reference guide regarding the applicant’s entire investigation. It will provide a brief summary of any discrepancies or issues developed during the investigation and how they were mitigated. Most important, the Executive Summary will provide a recommendation on whether or not the applicant is eligible for employment based on your department’s policies and guidelines.
We provide three recommendations:
- Recommend for Hiring
- Not Recommended for Hiring
- Recommend for Hiring with a Warning Letter
